Scott Pruitt is a senior legal, regulatory, and strategic advisor with more than 30 years of experience at the highest levels of U.S. government, international regulatory policy, cross-border investment, and complex dispute resolution. He previously served as the 14th Administrator of the United States Environmental Protection Agency (EPA), a Cabinet-level position in the Administration of President Donald J. Trump, and as the Attorney General of Oklahoma for two terms. His career spans federal and state leadership, appellate and constitutional litigation, energy and environmental regulation, and advisory work for multinational companies, private equity, and sovereign-aligned enterprises.
As EPA Administrator, Mr. Pruitt oversaw one of the most comprehensive regulatory-modernization agendas in the Agency’s history—finalizing more than 30 major reforms, eliminating nearly $2 billion in regulatory burdens, restructuring national permitting and compliance processes, accelerating Superfund cleanups, and strengthening state–federal cooperative frameworks. He directed emergency water infrastructure funding, modernized scientific advisory oversight, and advanced the first national PFAS Leadership Initiative. His tenure was marked by measurable improvements in enforcement efficiency, permitting timelines, and outcomes-based environmental management.
As Attorney General of Oklahoma, Mr. Pruitt founded the state’s first Federalism Unit, led multistate coalitions before the U.S. Supreme Court and federal appellate courts, and oversaw complex litigation involving energy, healthcare, environmental law, and nationwide regulatory actions. He spearheaded the only standalone state settlement in the National Mortgage Settlement, securing significantly higher recoveries for Oklahoma consumers, and served as Chair of both the Republican Attorneys General Association and the Midwest Region of the National Association of Attorneys General.
Mr. Pruitt is the Founder and Principal of ESP Consulting, LLC, a U.S.-based advisory firm specializing in energy policy, sustainability, environmental regulation, permitting strategy, international investment, and cross-border deal structuring. He advises private equity, energy companies, advanced technology firms, and international partners—particularly in the Kingdom of Saudi Arabia (KSA), the UAE, and the broader MENA region—on regulatory risk, market entry, carbon and ESG frameworks, mining and critical minerals, and government-to-government engagement.
A seasoned negotiator and strategist, Mr. Pruitt also brings deep experience in international arbitration, complex disputes, and sovereign-related matters, informed by decades of litigation and public-sector leadership. His work increasingly centers on the intersection of global energy transition, regulatory certainty, investment confidence, and sustainable industrial development.
Mr. Pruitt earned his Juris Doctor from the University of Tulsa College of Law and his Bachelor of Arts from Georgetown College (Magna Cum Laude), where he also competed as a Division I athlete at the University of Kentucky. He and his wife of 35 years, Marlyn, have two children, McKenna and Cade.
