Bartlesville FBS - Capt. Troy Newell & Chaplain Brian Schexnayder

Captain Troy Newell, Bartlesville Police Department

Captain Troy Newell began his career in law enforcement in 1999 as a Correctional Officer at the R.B. Dick Conner Correctional Center in Hominy, Oklahoma. In 2006, he joined the Bartlesville Police Department as a Patrol Officer. From there, he became a K-9 Officer and, shortly after, a Sergeant within the K-9 Unit. Captain Newell then moved into a Lieutenant position in the Professional Standards Division. In that role, he oversaw Internal Investigations, Recruitment, Hiring, and Retention of Police Officers, K-9s and K-9 Handlers, the School Resource Officer Program, Reserve Unit, and Firearms Instructors.

Captain Newell was not in the Lieutenant position long before he advanced to his current rank as Captain. He is responsible for the daily operations of the Police Department's Administrative Services. That entails supervising the Police Department's Records Division, Animal Control Department, E911 Dispatch, Offender Registrations, Parking Enforcement, and overseeing the K-9 Units. Captain Newell also organizes and conducts the Citizen's Police Academy that educates and engages Bartlesville residents to enhance the relationship between the community and the BPD.

Captain Newell's faith is integral to his personal life and work in law enforcement. Troy and his wife, Darla, are parents and grandparents who value family togetherness.

Chaplain Brian "Chappie" Schexnayder, Bartlesville Police Department

Brian is a chaplain for the Bartlesville Police Department and Washington County Sheriff's Office. He also reaches out into other areas of Washington County. Brian has spent countless hours working alongside officers to support them, their families, and the contacts officers make out in the community on calls.

Brian grew up attending Southwest Baptist Church in Oklahoma City, where his father was the Music Minister. Brian gained his bachelor's degree at Baptist Bible College in Springfield, MO, and master's degree from Heartland Baptist Bible College in Oklahoma City. Brian, his wife Deidre, and three daughters have been in Bartlesville since 2010, where he is the pastor of Crossroads Baptist Church.

Brian's vision includes what he hopes to achieve within the church and by the church within the community. To that end, he and his congregation engage in numerous opportunities to serve various local organizations. That includes Law Enforcement Appreciation Day, initiated by Brian, to bless law enforcement agencies and as a unification point in the community with many supporters and contributors.

Brian's heart, love, effort, determination, and commitment to our Lord drive him to serve the church and community with excellence.
